well that depends where you are going. There are three different lines from Oxford Circus, and they have different times depending on which direction you are heading.

One of the busiest stations on the London underground network. It is situated at the junctions of Oxford and Regent Streets. Victoria, Central and Bakerloo line trains stop there. Paddington, Marylebone, Euston, Kings Cross St Pancras, Liverpool Street, Victoria, Charing Cross and Waterloo railway stations can all be reached directly.

I am going to have to change underground lines from Bakerloo to Central at Oxford Circus but have difficulty walking so the distance I will need to walk is important to me. How far would I need to walk to change tube trains? (I have no problems with stairs)

you'll either have two flights of stairs (13 and 14 steps, or 2x20 steps) or one flight of stairs (20 stairs), and the distance could be anything from 50 to 100 metres, but you'll have to tell us which direction you're travelling in to be sure, because there are different platforms for northbound/southbound bakerloo and westbound/eastbound central line.
