it depends if you want to go inside the places or just look outside. the first day is obviously okay, but if you want to go in all the places on the second day then you've got no chance. the tower of london alone can take up half a day. even if you rush it, you'd still only be able to fit in two more maximum (and you'd have to rush those as well). bear in mind that last entry into most places is an hour before closing time.
you've also got to factor in the travel time, because those places are nowhere near each other. you are looking at a bus or a tube ride from parliament & westminster abbey to st pauls, and then another one to the tower of london.
if you are planning on entering parliament and buckingham palace then you really need to order your tickets online beforehand, because they give you a specific time that you have to enter, which might mess up your well-laid plans. they don't let you just turn up whenever you like.
there are no cheap entrance tickets really. people might suggest the London Pass to you, but if you work out the sums then you really need to visit at least 4 attractions in one day before you start saving money. The version they sell with a travelcard included is no cheaper than buying it normally
the cheapest travel ticket will be 1-day travelcards. you can buy a pay-as-you-go oyster card as well (which is better) but you have to pay a £5 deposit for those if you don't already have one
