Is this intended as a show to watch or is it interactive and does everyone dance? Secondly will it be affected by the weather and maybe cancelled? As a foreigner I am not sure if this damp weather means outdoor events are cancelled because I hear it is often like this and people just ignore the weather??

It's very much interactive. It's basically just a series of dance classes which they are putting on throughout the day. I suppose you can go along and watch if you like, but you'll be watching members of the public getting lessons.
